Project title: Understanding the Quality of Primary Education in West Bengal: A learning outcome approach

Background: The quality of primary education in India continues to be a critical policy concern, with significant achievements made in enrolment and retention through initiatives like the Sarva Shiksha Abhiyan (SSA) and the Right to Education Act. However, in states like West Bengal, learning outcomes—especially in foundational skills such as reading and numeracy—remain alarmingly low, as highlighted by ASER and NAS reports. Despite achieving near-universal enrolment, a disconnect persists between schooling and actual learning. This project seeks to address this gap by shifting the focus from input-based indicators to a learning outcome-based approach. Through field-based assessment of at least 12 primary schools across different districts of West Bengal, the study aims to capture ground realities, identify key determinants of attained performance, and generate evidence to inform more effective and equitable education policy.​
